So, how do I determine if the server supports COMPACT, COMPACT-DECODED
or STANDARD-XML?

Yes, clear as mud, isn't it?
This refers to the SearchType argument of the RETS Search Transaction.
It in turn corresponds to a METADATA-RESOURCE. The list directly
following that statement in 7.1. are well-known METADATA-RESOURCES. So,
you would evaluate a server's METADATA-RESOURCES to see what Resources
are available. Basically this sentence states that a server is
required to have at least one Resource available for performing searches
against.
That sentence is probably a good item for clarification by the errata
group.

What part of the metadata identifies which search formats are
supported? As a client that integrates with multiple servers, it will
be necessary to identify the supported formats so I use the correct
query.
