RETS2 will have several documents that make up the standard when all are 
adopted.

The RETS2 Service Document has been adopted and covers the protocol to 
do the request/response - the query and the results. It is most similar 
to the document for RETS1.

As well, there is a query language document, RQL that has also been 
adopted. The link in the document is broken. I'm working on fixing it.

Additionally, we are currently working on the Schemas - the instance 
documents for RETS2 results right now.

There are documents still to be completed, the Security, Compliance and 
Vocabulary.
 
If you are making a formal suggestion or proposal, the process is that 
you submit a change proposal two weeks before the general meeting. At 
the meeting, the proposal is then discussed, tabled or voted on at the 
meeting.

If you are making an informal suggestion, it is either by sending it to 
the rets-dev list or by joining one of the groups and making the 
suggestion/comment during a meeting of that group. So, if it is a schema 
suggestion, it would be good to either attend a schema meeting and make 
the suggestion or to send it to the rets-dev list.

Either way, changes eventually get to the group as a whole and are voted 
on. The working percentage for adoption is 2/3 of the attendees at the 
trimester meetings. Attendance at these meetings tends to be around 50 - 
75 with good attendance by the major vendors and some of the major MLS 
operators. Voting tends to be on the order of 35 - 50 people voting on a 
particular item. Some change requests have been rejected by the community.

I'm not sure what you mean by the RETS committee. If you mean the RETS 
Workgroup, as of today, there is no membership, fees or vetting process 
to participate in setting the standard. An interest (and hopefully a bit 
of commitment and time) is all that is necessary. Attending in-person 
meetings is not a requirement. There are tele-conference calls monthly, 
on the first Wednesday of the month to provide status, the various 
sub-workgroups like Update, MLS Schema, Technical Review, Compliance, 
either have meetings by phone or in person.

This may change in the future; there is a closed governance workgroup 
putting together a proposal to put RETS on a more formal footing.

Other than the governance group, all the working groups are open, 
usually limited by your interest and time. Participants are expected to 
maintain  decorum (be polite), both on the mail list and at the 
meetings. This is not slashdot or a fan-boy site. Certain subjects can 
touch on topics that arouse some passion in the community. You are 
encouraged to pause before replying to avoid making statements that you 
later regret. :-)
