Very good catch Matt. This language needs some cleanup to match the
intent of the Governance Workgroup.

Greg,

S2.3 does outline that a Subscriber may/will hold more voting power than
a Participant:

 

[...] Subscribers and non-Subscribers may attend the meetings, but some
votes and activities may be reserved for Subscribers or Committee
members.  Meetings may require registration fees for Subscribers or
non-Subscribers, at the discretion of the RESO Board of Directors. A
quorum at Subscriber meetings will be one-third of the Subscribers and
the act of a majority of those Subscribers represented at a meeting at
which a quorum exists will be the act of the Subscribers.
