We discussed several possibilities for defining entities and limiting votes 
per entity, but chose instead to require "skin the game" to vote.  In the 
case of general voting, that means having participated in a work group or 
having attended two of the last three general sessions.  

Focusing on participation prevents or deters deck stacking without having 
to get into what are complex issues of who is related to who and what 
constitutes an entity for voting.  I believe the proposal also leaves to 
each work group the ability to define their own voting procedures or what 
"skin in the game" means for voting in that work group.

My own quick notes:
1) The end of the first paragraph of S2.7.2 is missing a direct verb, most
likely "participate". 
2) The non-compensation of Board members is appropriate, although I would
raise consideration for travel to the three meetings, if for no other reason
than to prevent a cost limitation to small vendor/MLS representation on the
board.
3) While I respect the concept of "pay to play", I think there is still an
open argument to limit the voting or subscriber status of multiple
representatives from a single organization.  In particular, the Subscribers'
ability to vote within a workgroup may create a disproportionality if an
organization has multiple members in an otherwise small body.
