I am suggesting that the Listing Agency Transaction not merely be 
included in the standard, but should be its focal point -- that the 
LISTING rather than the PROPERTY should be the primary RESOURCE.

I think this change in perspective could have a significant impact on 
many MLS issues, including the public's legal right to know details 
of the Listing Agreement.  It may also serve to clarify the 
distinctions between the MLS's role as the repository of contractual 
listings for properties for sale, and its role as provider of 
information about real properties and property-related functionality 
(like CMA).

Focusing on the LISTING, for example, might achieve agreement on how 
sub-agency is offered for REALTORs who are out of the primary MLS 
service area and not bound by the reciprocal marketing agreements 
that cover each individual set of MLS members.

The RETS group has been working on standards for many, many years; 
but has not achieved agreement on a set of REALTOR transactions for 
MLS activity - primarily because it hasn't tried to.  Someone needs 
to deal with the business issues related to Listing transactions - it 
may as well be RETS.
