[Rets-dev] RETS 2 Service fc4 released to www.ftc2.com

This release is primarily a formatting release and retains the change bars
relative to fc2. Apparently, gremlins got loose in my machine and the formatting
and pagination of the document got messed up. That should be fixed now. 

There were several minor changes as well, see the data dictionary for several
data types that have been discussed but were missed from the document, a couple
of re-wordings to clarify things, a minor change in the vocabulary section and a
new requirement for field names that is directly related to a flaw reported
during the feedback that resulted in the change from NMTOKEN to string as the
data type for Field/Name.
